THE COMMITTEE ON LOCAL GOVERNMENT FINANCE The Committee on Local Government Finance is composed of eleven members appointed as follows: three persons appointed by the Nevada League of Cities; three persons appointed by the Nevada Association of Counties; three persons appointed by the Nevada School Trustees Association; and two persons appointed by the Nevada State Board of Accountancy. The Committee is responsible for policy decisions and fiscal administration topics in NRS Chapters 350 and 354 as well as to advise the Department on matters of local government fiscal administration. |

Mr. Marvin Leavitt graduated with a Bachelor of Science in accounting from Brigham Young University in 1966. He was a Certified Public Accountant in Nevada in 1968. From 1972 until 2001 he was Finance Director for the City of Las Vegas and prior to that he was Director of Administrative Service for 9 years. He serves as Chairman of the Committee on Local Government Finance for more than 25 years, and on numerous legislative committees, including the committee on Local Government Finance and Taxes. He was a lobbyist working on finance and taxation issues from 1977 until 2003. Since retiring from the City of Las Vegas in 2001 he has been a consultant. Marvin continues to represent the Urban Consortium, composed of the five larges cities in the state, since the 2003 legislative session through the 2007 Legislative Session. |

Mr. Alan Kalt is a certified public accountant and has been the Churchill County, Nevada Comptroller since 1992. He is a member of the American Institute of Certified Public Accountants (AICPA), Nevada Government Finance Officers Association (NGFOA) and County Fiscal Officers Association (CFOA). Alan serves as the Chairman of the Nevada Public Agency Compensation Trust (PACT) since inception in 1996. PACT is a local government self-insured worker compensation program with over 70 local governments as members. Mr. Kalt has presented classes and workshops for Extended Studies at Nevada, for the Nevada Society of CPAs and various other professional groups. Prior to relocating to Churchill County, Mr. Kalt was an accountant with Deloitte & Touché in the Reno office. He is an honor graduate from Montana State University with a BA in Business-Accounting in 1990. |

Mr. John Sherman was appointed Washoe County’s Finance Director in May 1999. He previously had served as a management analyst for the County on fiscal matters since February 1989. Prior to joining the County, he was a deputy legislative auditor for the Nevada Legislative Counsel Bureau for five years. As the chief financial officer for Washoe County, Mr. Sherman is responsible for accounts payable, accounts receivable, payroll, accounting, financial analysis, budget and control, asset management, debt issuance and administration, risk management administration. Mr. Sherman is also responsible for the preparation, administration, and control of the County’s annual operating budget including capital projects funds, debt service funds, and enterprise funds. Mr. Sherman served on the Supreme Court’s Nevada Judicial Assessment Commission, the Governor’s Task Force on Tax Policy in Nevada Technical Working Group, the Advisory Group to Conduct Interim Study on Lease-Purchase and Installment-Purchase Agreements by Public Entities and the Advisory Committee to the Legislative Committee for Local Government Taxes and Finance. He currently serves on the Committee on Local Government Finance. Mr. Sherman holds a Bachelor of Science degree in Economics and a Master of Business Administration degree from University of Nevada-Reno. He also is a Certified Public Accountant |

Mr. Michael Alastuey worked for the State of Nevada as Statistician for the Welfare Division, Staff Analyst and Deputy Director for the Budget Division, and Deputy Superintendent for Admin. with the Department of Education. He also worked for Clark County as Assistant Superintendent for Business and Finance and Assistant County Manager. Mr. Alastuey was President of VRJ Consulting for matters in tax and fiscal policies to local governments and private entities. Presently Mr. Alastuey is Director of Public Policy and Analysis for Applied Market Analysis where he conducts and directs studies of fiscal and economic impacts of tax and revenue proposals. Ms. Beth Kohn-Cole is the partner in charge of audit and accounting services for the public accounting firm of Kohn Colodny LLP. She is a CPA licensed in the states of Nevada, California and Florida. Ms. Kohn-Cole has over 30 years of experience in public accounting with an emphasis on local governments, nonprofits and homeowner associations as well as other industries. Kohn Colodny LLP was established November 1997 and consists of two offices in Reno and Carson City. The firm performs auditing, which is the distinctive service of a public accounting firm, as well as provides tax preparation services and a wide range of management advisory services including arbitration support services, internal audit services, internal control reviews, forensic accounting, business acquisition support, computer software purchase and implementation, training and consultation regarding accounting procedures, and bookkeeping and cash management services. Ms. Kohn-Cole is a member of the AICPA, the Nevada Society of CPAs and a member of the Local Government Finance Committee of the state of Nevada. |

Ms. Mary Walker, CPA is the founder and President of Walker & Associates. Ms. Walker's area of expertise includes local government finance including budget and capital planning, debt management, and redevelopment and government affairs. Ms. Walker has also had extensive experience working with the Nevada State Legislature regarding local government and hospital issues. Ms. Walker's financial experience includes 4 years in public accounting and 12 years as the Carson City Finance Director. Ms. Walker was also the Carson City Redevelopment Director for 5 years. In 1998, Ms. Walker founded Walker & Associates, a private consulting firm focusing on government affairs and financial management for local governments. Ms. Walker served on the Legislative Subcommittee Studying Laws Relating to the Distribution Among Local Governments of Revenue from State and Local Taxes. Ms. Walker is a member of the Government Finance Officer's Association and Nevada Society of CPAs. Ms. Walker is past director of the Nevada Community Credit Union, fiscal officer for the Nevada Association of Counties, officer of the Redevelopment Association of Nevada and officer of the Nevada Government Finance Officers Association. Ms. Walker received a Bachelor of Science in Business Administration from the University of Nevada, Reno. |

As Deputy Superintendent of Administrative and Fiscal Services for the Nevada Department of Education, Mr. Weyland is responsible for all the Departments budgeting, purchasing, grants management and accounting areas as well as financial and statistical reporting, state Distributive School Account (DSA), child nutrition and health education programs, Information Technology services, indirect cost proposals and the Departments audit functions. Prior to his being appointed Deputy Superintendent in June of 2010, Mr. Weyland was a Division Administrator in the Nevada Department of Personnel and the Deputy Agency Director for the State Substance Abuse and Prevention Agency. With over 20 years of Nevada state service, he also worked in Local Government Finance at the Department of Taxation and Investigating for the Gaming Control Board. His other professional experiences include being a Vice President for a Public Gaming Corporation, which was traded on the NYSE and CFO for two casino properties. In addition Mr. Weyland spent three years overseas developing gaming operations for the Department of Defense in Europe, Korea, Japan and Panama. |
